After resizing > adjust sharpness > sharpen.

New raster layer, select all, copy and paste paper 14 into selection, select none.

Apply mask, merge group, resize 90%.

Add element 20, resize 60%, add drop shadow, duplicate x 4.

Using magic wand click inside element 116, select , modify, expand by 4, new raster layer, paste paper 16 into selection, select none.

Arrange move down.
